The strategic assessment of impacts on the environment known as SEA (Strategic Environmental Assessment) is an important tool to consider and assess potential impacts of an implementation of upcoming plans, programs and concepts on the environmental quality.
Concepts include concepts, plans and programs that are processed in the fields of agriculture, forestry, hunting, fishing, management of surface or underground water, energetics, industry, transport, waste management, telecommunication, tourism, spatial planning (municipal spatial plans, large spatial unit), regional development (principles of territorial development), environment and also concepts co-financed from the European Union funds.
All environmental components (an impact on air quality, climate, water, soil, rock environment, natural resources, fauna, flora, ecosystems, landscape, cultural monuments, public health, etc.) are assessed comprehensively.
The evaluation of impacts of a spatial plan, principles of territorial development, and politics of territorial development are governed by the Building Act and it includes the evaluation of impacts on a sustainable territorial development.
